Research on the Chinese Government Responsibility in Medical Security

　　Medical security is closely related to the vital interests of people, and is one of the important contents of building a harmonious socialist society.Social function is one of the basic functions of the government which has the responsibility to promote the active and steady development of the medical and health service.But in fact, the government has not fully implemented its responsibility.There exists government failure in the process of medical security: The investment of the government is insufficient, the fairness in policy formulation is not enough and the effectiveness in supervision is inadequate.It is extremely important to analyze the cause of the govemment failure and explore the govemments responsibility.In the process of medical security, the government should act as a good service provider as well as a supervisor in the investment and supervision to maintain the public welfare of medical security and improve its effectiveness at the same time, which are related to the routine operation and long-term development of medical security.
