Construction of Library Public Cultural Service System Based on the Perspective of Public Resource Management

　　The library is an important part of the public cultural service system and the service it offers will exert significant influence on the construction and efficiency of the whole public cultural service system.The social transformation period we are in has witnessed the significant changes in government and public institutions.And the library service system has to undergo major changes to adapt to the circumstances.The paper discusses the necessity and feasibility of participating in the construction of public cultural service system for libraries Employing the theory of public resource management by American scholar Elinor Ostrom, the paper analyzes the subject and object, organizational structure, institutional environment and supervision mechanism of constructing library public cultural service system and puts forward suggestions to promote the construction of library public cultural service system.
