Sunset Governance:Citizen Centric Innovative Practice at the Grassroots Level to Deliver Public Services
Despite the implementation of public service practices at the grassroots level, the citizens trust in governance in India has been declining steadily.The innovative practice of Night Camping termed as Sunset Governance, however, has been ushering in a new era in the realm of citizen centric governance.This novel idea of district administration Kaithal is based on Sunset to Sunrise delivery of public services to the citizens at their doorsteps.The availability of officers at the convenience of the rural folk has not only delivered public services promptly but also offers socio-economic change agent role for cutting edge level bureaucracy in India.Based on an empirical study of two villages, this paper defined Sunset Governance, followed by its rationale and implementation strategy.Its central part analyzes the process and impact of 15 services delivered in 24 villages covering 45,327 beneficiaries.The concluding part presents a succinct summary of challenges faced by this practice and emerging implications for public administration.The author is quite sanguine that this.practice will be a pace setter for the world community by cleaving the heart of darkness from the lives of the people.
