Industry-University-Research Institute Strategic Alliance and Government Responsibilities
Industry-University-Research Institute (IUR) strategic alliance is a new form of strategic approaches to the ultimate application of academic achievements.IUR may substantially integrate innovative elements, gather innovation resources, and also enhance innovation capability.Currently, government responsibilities within IUR strategic alliance are comparatively vague.Moreover, studies on IUR nowadays are fractional but not systemic enough from theory perspective.Firstly, this article analyzes current situation and problems in relation to government responsibilities corresponding to IUR strategic alliance, and points out that those responsibilities according to the staged dynamic cycle of IUR strategic alliance is one of the effective ways to solve these problems.Secondly, on the basis of a comparative study on the development course of various governments responsibilities, the article proposes that governments should re-define their responsibilities in order to establish a stable strategic alliance and to ensure the achievements of alliance objectives.Thirdly, taking the dynamic cycle of IUR strategic alliance as a starting point, this article studies the government responsibilities combined with the phase characteristics of strategic alliances.Finally, this article proposes that the government responsibilities would occur through three stages: before, during and after the establishment of the IUR strategic alliance.
