An Analysis on the Approach to Implement the Basic Pension Plan at National Level in China-Taking Shanghai as an Example

　　In October, 2010, the Chinese government made the Law of Social Insurance, which clearly provided for China to gradually raise the overall national level of basic pension.And in the 18th National Congress of the Communist Party of China, the government clearly put forward the aim of basic pension overall nationally.Basic pension is out of full implementation at present in China, which brings many problems.For instance, the key point lies in how to transform the basic pension in the provincial level into the national level.This paper probes into the approach to implement the basic pension plan at national level, in combination with the actual situation of China, the specific conditions in Shanghai, and the problems found in the course of implementation of basic pension at the provincial level.
