An Empirical Investigation of Components of Responsible Conduct of Chinese Local Civil Servants—An Analysis Based on Survey Questionnaires to the MPA Students
Administrative responsibility is the key to administrative ethics. The responsible conduct of local civil servants is also the key to administrative responsibility. The responsible conduct of local civil servants is shaped and maintained effectively by four main factors. They are individual attributes, organizational institutions, organizational culture and social expectation. These factors are the key elements for designing a supportive environment of the responsible conduct of local civil servants. This article is to explore the status quo of individual attributes, organizational institutions, organizational culture and social expectation of components of responsible conduct of local civil servants in local governments of Jiangxi province, which is based on a survey of the MPA students from local government of Jiangxi province, analyses the reasons for such the status quo and gives some advices to improve the four components of moral situation. It aims to create an environment in which all the components work together to reinforce each other and to make sure that the responsible conduct of local civil servants can be achieved.
