Policy Research on Promotion Employment Rate for the Youth in China—Based on a Survey in Y District of Shanghai
Youth unemployment has drawn the attention of researchers and governments. In 2011, the amount of youth unemployment increased to 80,000.Based on a survey on Y district in Shanghai, this paper tries to explore why the youth lead to unemployment, and how to help unemployment youth to obtain employment. This paper found the reasons that influence the Youth to obtain employment not only because of his own employment ability but also because of the governments wrong employment policy. Youth labor power quality, employment expectations, informationobtaining ability, social capital are his internal unemployment factors, governments performance evaluation index, subsidies for training program are external factors leading to unemployment. This paper put forward the suggestion that to promote and improvement youth employment the government should innovate on employment assistance organization, adjust expectation of the youth unemployment, culture employment ability of unemployment youth, encourage unemployment youth to start their own business and increase and optimize training programs and training subsidies.
