Mapping the Matrix of Corruption—Tracking the Empirical Evidences and Tailoring Responses
The literature on corruption is extensive as the topic is multifaceted, testifying to the intractable and stubborn nature of a problem that societies have been struggling with for centuries. Corruption is typically also a hidden phenomenon and therefore it is hard to measure or assess in a precise scientific way. Objective assessment data might only reveal the tip of the iceberg, the visible failure of systems. This paper attempts to introduce and unpack key concepts associated with the idea of corruption. Lack of progress in eradicating corruption in many countries is the result of misguided and misplaced strategies based on weak analytical underpinnings and still weaker appreciation of the institutional environments of individual countries. The paper attempts to highlight that corruption needs to be examined as one of the indicator of failed governance. Corruption crops up from institutionalized attributes of the state and societal attitudes and culture toward formal organizations and procedures. The paper provides broad overview on literature to comprehend corruption and consider the institutional attributes that encourage corruption. The paper grounds itself on an empirical substantiation to highlight the scope, cost and consequences of corruption globally and in emerging economies. More recently, researchers have begun to check several of these long-established theoretical hypotheses using new cross - country data and studies. Indices produced by national and international rating agencies grade countries on their levels and extent of corruption, typically using the standardized procedures and formats. The correlation between indices produced by different rating agencies is high, suggesting that most observers more or less agree on how corrupt countries are marring the development prospects of many countries. Second half of the paper offers a comprehensive study of extent and effect of corruption on Indian economy by collating the data on the deep rooted malaise of rampant corruption in India which incidentally is also the most debated topic in Indian political arena.
