The Changes of Power Structure and Public Budgetary Reform in China

Power is the core concept of politics, and also the key variable that affects the allocation of public budgetary resources,. The public budgetary process itself is a political process and the politics of budgetary process will reflects the distribution of power. So it can only understand Chinese public budgetary reform fundamentally from the viewpoints of changes of power structure. This paper analyzed the relationship between changes of power structure and public budgetary reform from the perspective of politics of public budgetary reform. It is considered that public budgetary reform has changed and continues changing budgetary power structure, the trend of changes of budgetary power structure has promoted budgetary democracy, while budgetary democracy has also become a new way of checks and balances. The political logic is that: public budgetary reform - changes of power structure - budgetary democracy. However, the process of changes of power structure and the realization of budgetary democracy is lengthy and tortuous. It cant be accomplished overnight but need for continuing efforts.
