A Study of Trans-department Co-operation Mechanism in the Governance of Public Crisis in China
China has entered into an period of frequent public crisis in the background of social transformation and economic transition. The trans-department cooperation governance mechanism in the government at the same level hasnt been set up in the current crisis governance system due to various restrictive factors in the public governance system, such as traditional culture, organization form and the lack of institutional system, which has resulted in many problems in responding to complicated public crises across different areas and departments, such as slow response, low efficiency, poor multi-subject coordination. For that reason, it is imperative to set up a decision-making agency of trans-department cooperation governance, perfect the accountability mechanism covering the whole process, build an information platform of trans-department cooperation governance, foster a culture of governmental organization with the feature of multi-subject joint governance, co-operation and trust so as to realize the integration of the objectives of trans-department cooperation governance, optimize the resources distribution of trans-department cooperation governance and increase the overall efficiency of multi-subject cooperative governance of crises.
