The Cabinet Form of Metro-city Governance: Lessons from Indias West Bengal
The search for effective institutional arrangements for city governance has a long histqry dating back to the days of Aristotle. In modern India it was the colonial rule which was the first to give serious thought to the administrative design of city governance with a view to protecting and promoting the colonial rule. The post-colonial Constitution left it to the charge of the State Government. In the wake of the new global wave of decentralization the Seventy Fourth Amendment of the Constitution seeks to provide empowered participatory constitutipnalised urban local government as institutions of self government although the search an effective institutional framework for urban governance began in India in late 1960s. It is against this backdrop Kolkata was the first city in India to have a cabinet form of city governance. In this paper an attempt has been made to trace the background of this new politico-administrative structure, to assess the functioning of the system and to draw lessons from it.
