On Value Precondition of Public Administration in the Service-orientated Government Construction in China

摘要：

The establishment of service-orientated government is the main objective of Chinas public administration, whose value precondition should be the guidance to standardize public administrative behavior and enable the government to make right choice in the social contradiction and practical conflicts. During the transformation period of the society, the value precondition of public administrative behavior should be citizen-based, public interests, social justice and multi-administrators cooperation, on whose basis and goal to establish democratic administration system, which will step across the predicament of GDP-ism, efficiency first, mono-center of the government and resources spoiling from different generations so that the publics life can be improved and the public welfare can be promoted.
