World Health Organization and Chinas Public Health Management: Norms Proliferation and Agenda Change

Tobacco is the largest public health problem for human health and life-threatening, the World Health Organization drafted and developed World Health Organization Framework Convention on Tobacco Control (FCTC) on the basis of attaching great importance to public health value, including public health norms to dominate. As a signatory of FCTC, China is moving closer to the world in terms of tobacco control, however, the proliferation of public health norms for tobacco control in China does not achieve the level of profound proliferation, which is between the level of superficial proliferation and the level of profound proliferation. For the purpose of further promoting the development of Chinas public health from the aspect of tobacco control, this article argues that it is necessary to launch the reform of tobacco monopoly system and to make law at the national level and to initiate the change of government public affairs management to ensure the international tobacco control norms to establish entirely in China.
