Integrity Measurement and Assessment Framework-Comprehensive Construct to Combat Corruption
Rethinking the role of integrity implies that something is wrong within the existing paradigm and metaphor of activities. The prevailing negative view of the state of integrity could be attributed to the levels of decaying moral ethics and poor relationship between state and civil society. This paper attempts to push the notions of integrity assessment further, by taking wholeness of the concept of integrity to include not only the behaviour of officials and their organisations but also the internal climate of public institutions-their stated procedures, informal norms, divisions of labour, incentive and accountability systems, monitoring processes, and to interactions with the wider society. Assessing integrity in public institutions requires that breadth of focus - a subject which will be delved into this paper. Besides, study of data on public misconduct and corruption will provide empirical underpinning to the paper. The data collated by various national and international organisations on integrity study reinforces the belief that the issue of integrity has caught the attention of policy makers especially in the wake of economic crisis and corporate misconduct. The purpose of this paper is to understand the assessment strategies currently employed by government integrity programmes. Within the term assessment is included any effort, quantitative or qualitative, to evaluate programme effectiveness. This study provides an overview of approaches governments and public organisations have taken to evaluate integrity programmes and how it is a step forward from corruption study. It is true that the effectiveness of most government programmes cannot be directly or quantitatively measured. Nonetheless, a number of indirect measures of programme and programme effect can provide reasonable understanding of programmatic outcomes. Importantly, if assessment is done regularly there can be both a contemporary assessment as well as comparative assessments over time. Although countries are at different stages in the assessment journey, developing relevant methodologies and practical tools for assessing (he impact of integrity measures is a growing concern in all countries. The approach taken here is to provide policy makers and managers with a roadmap to design and organise an assessment that will capture and analyse relevant information for decision-making. The generic assessment framework addresses in a systematic way the issues faced at different steps of the assessment journey, and provides checklists and options for solutions highlighted with country examples.
