Integrity and Morale in Police Administration: A Study of Andhra Pradesh Police

Two concepts which are proved to be relatively indispensable in the field of public administration are those of integrity and morale. Among them integrity has received wide treatment in the literature of personnel administration, and a little focus was given to understand its relationship with morale. Therefore, the present paper concentrates more on the latter. However, no generally acceptable definition of either integrity or morale has emerged or has a conceptual framework been evolved in the context of personnel administration. The paper attempts to provide operational definitions of integrity and morale and a conceptual framework for treating them in the context of police personnel administration. In this paper an attempt has also been made to understand how the organizational policies and leadership style of police management determine officers morale and its profound impact on police integrity. The study selected Greyhounds (an elite commando force) and Cyberabad police organizations designed with two different styles of management. From the study it is found that, officers of Greyhounds enjoy more smooth and cordial relations with their superiors than officers of Cyberabad Police Commissionerate (A City Civil Police organization). The findings suggest that morale plays an important and crucial role in influencing job attitude, satisfaction and ultimately employee integrity.
