Research on the Responsibility of Each Participant in Emergency Management in China

摘要：

The key to deal with public crisis is to clarify the responsibility of each participant and the research of subjects responsibility has important significance for the emergency management. At first, this paper has identified each participation subject in the emergency management and analyzed each participants responsibility. And then the paper points out the problems in participating in the emergency management of each participant. Finally, the paper points out that the participants should assume each of their responsibility according to their different advantages, the government should provide institutional support for the other subjects to be involved in emergency management and actively cultivate other participants, smooth channels for participation, and other participating subject should also improve their own ability to participate in emergency management, under the leadership of the government, collaborate cooperate with each other, improve public crisis response capability and finally improve the ability in dealing with public crisis.
