Populace Vulnerability and Public Crisis Management-An Analysis Based on the Psychological Contract

摘要：

To make what kind of psychological and behavioral responses is a key variable throughout the public crisis management. The populace vulnerability is a common phenomenon in the crisis, and to resolve the populace vulnerability needs to focus on the psychological contract between the public and the government. To fulfill the psychological contract in public crisis and avoid the violation of psychological contract is the key of improving the performance of public crisis management. This thesis studies how to manage psychological contract, effectively resolve the populace vulnerability, include paving the way to establishment of psychological contract in public crisis before the crisis through the system and culture construction; to publicize, to be transparent, positively act to meet the public expectation to consolidate the psychology contract in the crisis; seize key nodes, carry out psychological treatment and learn to improve the accomplishment of the psychological contract after the crisis.
