The Role of Accountability Interdependence for the Success of Public Sector Collaboration

In recent years, prominent scholars have contributed towards collaboration literature by uncovering the mysterious dynamics of the collaboration process which is known as the black box. Scholars also urged for further research regarding how the collaboration process within the public sector is incorporated to link with improvements in the real world. This paper reveals that there are new connections between accountability and interdependence concepts in public sector collaboration life cycle model labeled as accountability interdependence, and its role to fulfill national priority areas for solving complex social problems in Malaysia. Accountability interdependence is conceptualized as the extent to which public sector collaboration partners depend on each other on shared accountability to similar target population for responsibility, answerability and openness. Die conceptualization ofaccountability interdependence which is based on extensive literature review and reference to secondary data sources combined with a Malaysian case study of public agencies involved in public sector collaboration are also discussed in this paper.
