Research on Conflict of Community Residents Committees Role and Its Path—Taking Shanghai for Example

Community residents committee is autonomous non governmental organization of the grass-roots for people to carry out self-education, self-management, self-service. In fact, the trend of its administration is increasingly strengthened with weakened autonomy. It is in a dilemma of vacancy and dislocation. Therefore, it is necessary to take Shanghai for example and explore the root of conflict s of the role. Eventually, the path to solve the conflict of community residents committees role is to clear the limits between the residents committee and the government, achieve the financial independence of autonomy and establish the incentive mechanism for residents to participate in.
