Key Influencing Factors of Chinese Local Government Performance

摘要：

Performance can be comprehended differently under different circumstances as far as the performance itself. People havent reached a consensus in this regard. As we all know, there is no absolute standard in management. In other word, universal management does not exist at all. And lots of domestic and foreign scholars and administrative staff hold this view. It is so important for any government to motivate government itself and civil servants effectively on positivity and creativity, and to improve their levels of performance continuously. The performance of civil servants in the real work is the most fundamental element for local governments to achieve the goal of development of local and government itself. Therefore, how to deal with civil servants performance has become an very important acting point.
