Research on Chinese Local Governmental Functions from the Perspective of Transformation of Natural Resources Exhausted Cities
Since 2008, China has identified 69 resourceexhausted cities belonging to 3 groups and has solved economic, social and environmental issues existing in resource-exhausted cities. Its transformation has risen to a level of national strategies. Project of Comprehensive Evaluation of Sustainable Development of Mining Industry in Resource-based Areas based on Economic Research Institute of Land and Resources of China takes investigation data of resource-exhausted cities like Baiyin in Gansu as the basis, summarizes the transformation effectiveness of these resourcebased cities and actual undertakings of government functions, analyzes the problems, and studies and assorts the inevitable role and development trend of government functions in transformation, so as to provide effective reference for government of resource-exhausted cities in China in making decisions.
