Home-based Care for the Empty Nest Elderly in Urban China and Responsibilities of the Government—The Case Study of Two Communities in Yangzhou City
Through the survey about home-based care for the empty nesters in Yangzhou City, we found that the home-based care services can solve the problems of the empty nesters in city community, but it is facing the difficulties of development at the same time, such as the funds are not guaranteed, the quality of employees is in need of improvement and the social support systems of the home-based care for empty nesters is not completed. The government should support the work by supplying the systems, forming public policy, offering public goods and public services and so on. The government can take the responsibility of leaders by taking the abovementioned actions.
