Legislation, Science and Fairness: The Method to Improve the Open Recruitment of Chinese Public Institutions
Open recruitment of public institutions was a product of the institutions personnel system reform with Chinese characteristics. Because of the short implementation time and lack of experience to draw on, in the course of its implementation there also exist in many problems such as the weak execution, the inadequate scientific nature and lack of public openness. These problems may result in the low efficiency for the public institutions to select excellent elite, obstruct public institutions personnel reform progress, and finally cause social discontent. Hence the application of public institution open recruitment should be protected by the legislation and only in this way ,this kind of recruitment can be recognized by law; in the practice process, public institutions should use scientific methods and highlight fairness and impartiality, to make the recruitment process truly open.
