The Research on the Difficulties of Landless Farmers Employment in Mining Area and the Cause of the Government Deficiencies in Inner Mongolia

In Inner Mongolia autonomous region, a lot of landless farmers have appeared by group because of the coal mining and land requisition and it extends rapidly. As a relative special group, the mining landless farmers employment security problem must be taken seriously. Now the mining landless farmers confront some difficulties on their employment security, for example, the lower supposed employment percent; lack sustainable employment security arrangement form; many difficulties in starting an enterprise and so on. Otherwise, the government also has some function failures in prompting the landless farmers employment and reemployment, for instance, short of overall plan, the arrangement policies and compensations for arrangement form exists some deficiencies, so it is hard for landless fanners employment and sustainable livelihood, the unsound employment service system leads to the landless farmers employment fall into helpless and disorder. Therefore, the government must impose its function in supporting the landless farmers employment process.
