Emergency Management Demand and the Establishment of the Emergency Management System in Chinas Rural Areas
Judging from the process, properties as well as mechanism of emergent public incidents, Chinese government defines these incidents in such four categories as natural disasters, accidents, public health incidents and social security incidents. From the natural environment and the social environment that Chinas rural areas are confronted with, the above four categories of public emergencies also exist in these areas. Therefore, academia and government sectors must pay special attention to combing the process, properties as well as mechanism of emergent public incidents, exploring demand of emergency management and constructing system of emergency management in rural areas. This paper gives top priority to the analysis of major public crises and emergency management demands in Chinas rural areas, the current situation of emergency management and the existing problems. It also puts forward policies and suggestions to accelerate the construction of rural emergency management system from the following three aspects: establishing crisis consciousness, copmg with crisis on a legal basis and perfecting social security.
