Research on Perfection of Incremental Emergency Decision-making Model in Emergencies

摘要：

Currently, the economic and social development of China is in a period protruding contradictions, which requires that Chinese reform of emergency decisionmaking model must be implemented and promoted step by step under the premise of maintaining social stability. The management of government response to emergencies is a systematic engineering involving various aspects. Only by scientific decision-making can we effectively prevent and handle emergencies. The establishment of emergency decision-making model, method and approach is of vital importance. This paper criticizes the traditional comprehensive rational decision-making model from the perspective of theories and methods of emergency decision-making, points out the deficiency of incremental decisionmaking model and advocates improving emergency decision-making by expanding democratic participation in decision-making so as to improve the public satisfaction over decision-making during emergencies.
