Research on Government Behavior in the Process of Resource-based Cities Industrial Transformation in West China —A Case Study of Zigong City, Sichuan Province
In 2007, the State Council issued the Several Opinions on the Promotion of Resource-based Cities Development, and local governments and resourcebased city governments put forward urban development strategy focusing on economic transformation, promoting sustainable urban development. And Zigong, this time-honored resource-based city goes on the cusp of reform. Based on the economic, cultural, and historical characteristics of Zigong City, this paper analyses its mode, bottleneck, and the characteristic industries and industry clusters, drawing industry chain of Zigong-this resource-based city in the industrial transformation process. At the same time, the paper draws on successful transformation examples at home and abroad, and analyses some changes of Zigongs government in face of these problems., for example, to give financial support, to help Zigong build its own famous brand and so on.
