Researches on Fiscal Decentralization and Its Influence on Chinese Colleges Basic Medical Insurance
Under the fiscal decentralization, grant-in-aid of college .students basic medical insurance is allocated by governmental institutions at the different administrative levels. Under the authority of different governmental fiscal offices, including central, provincial and municipal governments, Chinese colleges and universities are classified into different types and formed a three-layered structure. However, the mechanism, along with the principle of localized management in the college students basic medical insurance, leads to conflicts in management and practices. This paper is based on the research of Chengdu and three universities were taken as samples, all of which are subject to different governmental institutions. Even located in the same city, the three universities fail to provide equal medical service and receive different words during the evaluation of the college students basic medical insurance. We try to find the roots of such difference in the service and trouble in management. In the end, we make recommendation on how to improve the college students basic medical insurance and the efficiency in management.
