On the Urban Workers Basic Endowment Insurance Evasion and Countermeasures*
At present, it is a common phenomenon that enterprises as the main endowment insurance payer has been involved in escaping the fees, which has already influenced the normal circulation of endowment insurance system. From the perspective of the urban workers basic endowment insurance evasion, this paper particularly analyzes the ways of the endowment insurance evasion and the problems it causes. According to the analysis, there are all kinds of reasons caused the issue on the enterprises endowment insurance evasion. Such as the defects of the endowment insurance system, the lack of the sound law systems and the independent inspecting agency, the lack of governmental responsibility has led to the enterperises in debts, the problems exists in enterprises themselves are the reasons to lead to the evasion problems, on the basis of this phenomenon , it is essential to fasten the process of endowment insurance, perfect the design of endowment insurance system, strengthen the management of imposing fees, strengthen the management of paying the fees and dissolve the measures of dealing with the historical debts.
