Comment on the Democratic Value of the Chinese Urban Community Governance
The democratic value of Chinese urban community governance has manifested the core idea of community governance, the equal structure and the practice of citizen participation in community governance. First, the core idea, people oriented, serving the resident, the resident is the master of Chinese urban community governance agrees with the request of modern democratic value, such as equality, justice, and so on. Second, the equal structure of Chinese urban community governance has provided the space which democracy grows at the grassroots level in the cities. It is advantageous to the return of state power to society and to provide more opportunities of NGOs and NPOs. The urban residents committee is a mass organization for self-government at the grassroots level, in which the residents manage their own affairs, educate themselves, and serve their own needs. Civil society is growing at the urban grassroots level. Third, the practice of citizen participation in community governance has trained the qualified citizen who meets the needs of modern democracy. The practice of citizen participation is making lot of passive citizenship and free riders eventually translate into active citizenship. So, the Chinese urban community governance is the important beginning of our country democracy at the grassroots level. It is the basic project to develop Chinese democracy at the high level.
