Assessment of Population Exposure to PM10 in Lanzhou and Its Health-related Economi c Costs Based on GIS

In this paper a new prototype model based on GIS has been developed to assess the health effects to air pollutant. The concentration of PM10 has been estimated using the spatial interpolation method at a grid level with a spatial resolution of 0.01° × 0.01°. PM10 concentration data obtained at monitoring stations are spatially interpolated based on accurate population data in 2000 using a geographical information system (GIS). Then interpolated population layer and interpolated PM10 concentration layer are overlaid, and then population exposure levels are calculated. Combined with the exposure-response function between PM10 and health endpoint, the economic costs of health-harming effects by PM10 pollution are analyzed.The population-weighted exposure results show that the majority of people live in polluted areas. We use the threshold concentrations C0, choosing 0 mg m-3(noharmful health effects), 20 mg m-3 (recommended by the World Health Organization, WHO) and 50 mg m-3 (national first-class standard in China) to calculate the excess morbidity cases. For these three scenarios, the proportions of economic cost of health-harming effects by PM10 pollution in the GDP are calculated,respectively. The impact of meteorological factors on PM10 concentrations in 2000 is also analyzed.
