The Performance-evaluation Target System Research of the Minimum Subsistence Security of Local Government
Under new circumstances, establishing one set of scientific performance-evaluation target system plays an essential and significant role and functions as social safety net for the local government. This thesis designs local governments minimum subsistence security performance-evaluation target system and puts forward some thoughts for its application in practice. The minimum subsistence security performance-evaluation of local government can be reflected by quantitative target and qualitative target system. The quantitative target system reflects the minimum subsistence security degree of local government from the objective angle, and the qualitative target system reflects peoples evaluation on the minimum subsistence security of local government with the subjective target system. We can make comparison and analysis between quantitative target and qualitative target system, and find out the reason of evaluation disparity; thus, local government can immediately improve and revise the concrete policies, financial input, and thoughts of dynamic management.
