R&D Efficiency of Enterprise Technology Center -An Analysis Based on Operation Mechanism Perspective

This paper presents a stochastic frontier analysis methodology for measuring the R&D efficiency of Chinese enterprise technology center (ETC) and its exogenous influence factors. Based on the panel data of 82 provincial ETCs of Guangdong province from 2004-2007, we assessed R&D efficiency by SFA model. Instead of endogenous variables such as the firms scale or profitability, the analysis sheds light on the exogenous factors of R&D activity in terms of operation mechanism. It indicates that R&D efficiency of ETC is low at present; the quality of manpower and cooperative mechanism take positive effort while the influence of incentive and external information mechanism is not obvious. We conclude that the operation mechanism factors have more crucial impacts to R&D efficiency than R&D investment-related issues at present.
