Efficient Energy Development Depends on System Innovation
Energy is a resource indispensable to social and economic development, but it is extremely scarce. Chinas development over these years has proved its huge constraint. So,it is obliged to study how to improve the energy utilization efficiency. Reasonable property rights system plays a great important role in the energy development process. This paper begins with the clear property rights problems residing in developing the existing energy and developing the new energy invested by multiple entities, and then reveals how to play the role of government.
